Core Values
The document places freedom, equality, justice and respect for inherent rights and human dignity at the foundation of a future Federal Democratic Union.
It identifies democratic rights, gender equality and fundamental human rights; equality and self-determination; collective leadership; acceptance of diversity, harmony, unity and non-discrimination; and protection of minority rights as Union values.
Popular Sovereignty
The constitutional framework states that the people and the member states are the original owners of sovereignty and that political authority must ultimately derive from the people.
Federalism and Self-Determination
The framework envisages politically equal member states with self-determination and the authority to adopt their own state constitutions.
Power and Resource Sharing
It provides for the division of powers, natural-resource sharing, revenue sharing and fiscal federalism, together with the subsidiarity principle under which matters should be handled as close to the people as practicable.
Civilian Supremacy
The constitutional framework states that federal security and defence forces are to remain under the command and administration of a democratically elected civilian government.
Constitutionalism
PRCF’s constitutional material expressly affirms constitutionalism as a governing principle.
